Annual Meeting held 6/6/19 at 6:30 P.M. at the Barboursville Community Park Picnic Shelter
Kai Dozier, President, opened the meeting with a welcome to all (including the newest property owners, Chad and Rachel Provo), as well as a brief outline of the meeting’s agenda.
1.) Secretary’s Report: Kai noted that the 2018 Annual Meeting Minutes were available on the HMPOA website. Paper copies were available at the meeting for those not having a computer/email account.
2.) Treasurer’s Report: John Barnhill, Treasurer, presented the Treasurer’s report that showed total financial assets as of 05/31/19 of $44,788.56, as follows:
$2,604.03 in the Association’s checking account
$42,184.53 in a group of varying-maturity-date CD’s (as discussed at last year’s meeting)
John noted that, in an attempt to reduce the number of recurring late assessment payments (from only a small group of property owners), the Board has decided to implement a late fee (as stipulated in the HMPOA Bylaws as 3% above the prime interest rate).
He also mentioned that some property owners had asked about the possibility of paying their assessments by EFT or online. Several of the more common options were investigated, but all were deemed cost-prohibitive based upon the overhead charges relative to the annual cash flow. The lock-box at the end of the Barnhills’ driveway still provides a convenient method for dropping off assessment payment checks.
3.) President’s Report and Business Items:
a.) Carl Prober, Snowplowing Contact: Kai thanked Carl for his continued diligent service as the liaison between Hardwick Mountain and Mr. Lawson’s snowplowing company. Timing is critical for this task, as a premature call results in a wasted trip (Mr. Lawson cannot plow unless there is sufficient depth of snow), and, of course, a delay requesting plowing during a heavy snow event complicates snowplowing operations, as well.
b.) Upcoming Rental Availability: Kai noted that Vicki Jesse’s home on Chestnut Lane will be available for rent very soon. He has Vicki’s contact information for anyone looking for a home to rent.
c.) Roadside Boxes for Winter Use: Kai updated the group regarding the roadside sand/salt boxes that were positioned and filled last fall. The new boxes are made of a higher-quality, UV-resistant plastic and should last for many years. He encouraged property owners to make use of the boxes and spread the material whenever road conditions dictate. Anyone who notices that a box is getting low on material should notify Kai or a Board member to ensure prompt replenishment.
d.) Riprap for Control of Ditch Erosion: Kai reported to those present (although most are already aware) that 30 tons of riprap were added to the ditches in front of lots 10 and 11 to minimize further erosion in those ditches. Kai also noted that there may need to be some repositioning of the stones, as a comment was made that in some areas, water seemed to be creating a new channel behind the riprap material.
e.) Upcoming Work: Kai mentioned two road-related items that will need attention in the near future: trimming overhanging branches above the roadways and adding additional crusher run gravel along the edges where it is thin or has been washed away. Mark Hogan also mentioned that the turnaround area at the end of Turkey Ridge needs gravel replenishment, as well. No date has yet been set for completion of these tasks.
f.) New Business/Miscellaneous Comments:
Janet Clark mentioned that as she and Larry ride along the roadside (on both Association property as well as along Rt. 665), they have noticed a decrease in the number of discarded cigarette butts. This is welcome news, especially from a safety/fire perspective.
Mark and Charmaine Hogan brought it to the attention of those present that they had recently performed a radon test in their home and suggested that others may want to do likewise. Kai will send out an email detailing the particulars (website, cost of test kit, etc.)
With respect to the issue of trees in danger of falling on power lines, Carl Prober commented that Rappahannock Electric is very responsive to customer requests if, in fact, a tree poses an imminent danger to their distribution system. He noted, however, that once they drop a tree and cut it up into large blocks, removal and /or chipping of debris is the responsibility of the property owner.
g.) Board Membership Election Results: Susan Jammé announced the results of voting for Board membership for the upcoming year, noting that all members remain the same, namely, John Barnhill, Kai Dozier, Mark Hogan, Steve Hovanic, Susan Jammé, Carl Prober.
As there was no further business, the meeting was adjourned. A time of dessert refreshments followed.
