Annual Meeting held 06/17/21 at 6:30 P.M. at the Barboursville Community Park Picnic Shelter
Kai Dozier, President, opened the meeting with a welcome to all, as well as a brief outline of the meeting’s agenda.
1.) Treasurer’s Report: John Barnhill, Treasurer, presented the Treasurer’s report that showed total financial assets as of 05/31/2021 of $68,992.50, as follows:
$3,094.80 in the Association’s checking account
$65,897.70 in a group of varying-maturity-date CD’s and a Money Market account (a reserve fund primarily for infrastructure repair)
2.) President’s Report and Business Items:
a.) 911 House Number Signs: Although most residents have already requested and installed their signs (emergency responders benefit from their uniform size and reflective, highly visible numerals), residents who still need one should contact Kai or a Board member.
b.) Wandering Dog: There had been an issue with a resident’s dog that periodically got loose and wandered through the neighborhood, but after discussion with the dog’s owner this seems to have been resolved, and there have been no further occurrences.
c.) Dead Trees Near Powerlines: Several dead trees have been marked (red-banded) by Rappahannock Electric as posing a threat to the lines and will be removed soon. Anyone who is aware of other dead trees near powerlines should advise a Board member so that none are missed when Rappahannock comes here to do this work.
d.) Roadway Maintenance: Kai reported that Jeff Gray of C & G Paving recently made a visit to assess road conditions and, in particular, to determine the best approach to repair the sinking area on Hardwick Mountain Drive just above Chestnut Lane. Jeff felt that cutting out the entire width of pavement in the affected area would give the best results. This repair will be made later this summer; there were no other areas of the roads that needed maintenance at this time (there will, however, be a work party this fall [date TBD] to distribute crusher run gravel along some of the roadsides). Jeff also met with some property owners who had requested quotes for driveway paving. Anyone else who is interested in driveway paving should contact Kai so that Jeff can handle these matters as well. There may be some slight discounted pricing if all driveway paving can be handled when the Hardwick Mountain Drive repairs are made.
e.) Other Road-related Issues: There was quite a bit of discussion about speeders on the roads (both delivery vehicles as well as some residents), large trucks turning around in driveways and damaging pavement, vehicles having to pull to the side when meeting another vehicle, etc. The negative consequences of these matters are more pronounced now that there are more deliveries being made as well as more walkers and runners, some with children and dogs, along the roads. Some possible solutions put forth were rumble strips, additional speed limit signs, portable radar-monitoring displays, designated vehicle pull-off areas, signage directing large vehicles to the turnaround area at the end of Hardwick Mountain Drive, as well as just keeping road/traffic/safety issues as priority items whenever emails or newsletters are distributed. The Board will meet to discuss these items and present its recommendations to the Association.
f.) FiberLync Update: Kai reported that FiberLync’s engineering crew has already made a preliminary visit to Hardwick Mountain. Cable is still scheduled to be installed in early 2022 and possibly before then, but nothing more definitive is known at present.
g.) Board Membership Election Results: Susan Jammé announced the results of voting for Board membership for the upcoming year, noting that all members remain the same, namely, John Barnhill, Kai Dozier, Steve Hovanic, Susan Jammé, Carl Prober.
As there was no further business, the meeting was adjourned. A time of dessert refreshments followed.
