Minutes of Board Meeting held on 03/10/2023 at 6:00 P.M.
at the former Montagna residence
Present: John Barnhill, Kai Dozier, Steve Hovanic, Susan Jammé, Carl Prober
Business Items discussed:
1.) Treasurer’s Report Summary: John reported that the Association’s total financial assets as of 02/28/2023 are $89,255.68 (consisting of $15,982.23 in a checking account and $73,273.45 in varying-maturity CDs). Since interest rates have been rising recently, he will transfer some checking account funds into Money Market Savings and also renew the CDs.
2.) Firewise/Department of Forestry: Susan reported that she has been in contact with Chad Stover recently regarding additional grants that the Department issues to assist neighborhoods in minimizing their fire risk; the Association is currently eligible for a $5,000 grant, and after July 01 that amount increases to $9,900. It is anticipated that a fall cleanup/chipping day will be held to take advantage of this additional fund availability. Board members will assist Susan in completing the grant application(s). At times in the past, the Association paid the chipping vendor and was reimbursed by the Department of Forestry, and at other times the Department paid the vendor directly. A determination will be made as to what is the current protocol.
3.) Restrictive Covenants Update: Although a great deal has been accomplished, Kai reported that the draft document still has some remaining questions that need input from the attorney, Ashley Pivonka. He will contact her and advise the Board of his findings.
4.) Hardwick Mountain Subdivision Composite Map: Kai reported that Grymes Land Surveying, PLC has prepared an updated composite map of the subdivision that now accurately reflects the boundary with inclusion of Lots A, B, and C. There is also some superfluous nomenclature that needs to be removed from the document. The Board directed John to pay Grymes for its services.
5.) Hardwick Mountain Drive Roadside Edges: It was noted that there has been some deterioration and sinking along the edge of the road on the south side of Hardwick Mountain Drive (“the hill”) where the FiberLync cable trenching was done. A workday will be scheduled to add crusher run gravel to the areas that need it.
6.) Deer Overpopulation: All Board members agree that the excessive deer population on Hardwick Mountain is unhealthy for the ecosystem. The problem is much greater than one’s flowers or shrubs being damaged, however, as the entire composition of the forest is being altered (low growth being consumed, tall mature trees not being replaced). Although there is not an immediate solution, as hunting is not permitted within the development, the situation will be mentioned at the Annual Meeting to raise people’s awareness; possibly someone may have a suggestion that could be implemented.
